Monitoring The New Deal
Included in the junior doctors’ contract implemented on 01/12/00, is an obligation on junior doctors to monitor their out of hours rest and on trusts to make sure that monitoring takes place every 6 months. Failure to do so may have financial penalties for both sides.
Following advice from the NHS Counter Fraud and Security Management Service, a process has been introduced requiring junior doctors to validate monitoring data submitted. The suggested format and statement to be used for each monitoring exercise can be found under 'Useful Links'.
The main method of monitoring in Yorkshire has been the Yorkshire Monitor, using a ‘lottery’ style of card which can be scanned by an optical mark reader and analysed electronically.
During 2006, the Doctors' Rostering System (DRS) for the design and analysis of junior doctors working patterns began to be implemented across the Yorkshire Deanery. This replaces the Rota Designer/Banding Calculator, which was designed in-house in response to the implementation of the banded contract.
